The obverse seems to be a turreted Tyche or Kybele, a popular deity on coinage for the Levant. I would suggest a coin from Phoenicia or perhaps nearby Cilicia.

I am not certain, but this might be a match, or similar - as Kevin says, from Cilicia:

Korycos AE lot Apr 2018 (0).jpg

    Cilicia, Korykos Æ21
    (c. 1st Century B.C.)

Turreted head of Tyche right; ΔΙ behind / Hermes standing left wearing petasos and winged boots holding phiale & caduceus, ΚΩΡΥΚΙΩΤΩΝ right, EPI ER left.
SNG Levante 791; cf. SNG France 1075; cf. SNG von Aulock 5679.
