Glad to see I came within your idea of what this should have been but I never would have guessed proof like. I did not know they used this for Jefferson's. Probably because I associate this more with Morgan's and SMS cents in general. I've learned something new this time around also. I never would have guessed NGC's take on this. Good thread.
PL Jefferson's are far more common than you think. I own several of them. The coolest are the War nickels, but those can be pricey. Most dates are known in PL after 1985. Some even come in DMPL, like the second one below. And don't forget the Louis and Clark series!
That bottom step should never get a full designation. Like you I'd say 5 full steps. I think they were generous with the 64 grade. Those deep gouges above Monticello should keep it below a 64. How is it some nice coins with marks like that won't get a straight grade?
Maybe PCGS is being run by Romulans. They want you to believe there are 6 full steps when there are only five. I hope there's a STNG fan that understands what I said; hint, replace "full steps" with "lights". By the way, yes I've had a couple drinks.
