Please, the more I look at it the more it looks scratched. FYI... In your opening post you stated they were raised scratches. They just don't look raised to me and a raised scratch would be damage from the metal being pushed to the side.

Wonder if it actually is a 89 cent with a 88 reverse

 

This has to be mint damage to many to be PMD. But what is really odd is the initials look like 1988 and that was supposed to have been retired in 88

 

So nobody has to look heres a comparison of a 1989 cent rev. The second looks like a 1988
