It could be. It seems very straight. Usually they are curved a bit, and the opposite of the clip side (across) will show some pulling. The Blakesley Effect. Provide a clearer photo of the actual clipped section, to see if it was cut out, or is a true error. I am undecided at this point. But there are experts here who will know.
It looks like damage to me. Typically the features 180° opposite the clip are washed and not as sharp. This coin looks sharp otherwise. Wait for a few more opinions before tossing it back into circulation.

Looking at your coin, you can see that the copper clad has damage adjacent to the clip site. This would indicate to me that something harder (and sharper) came in contact with the coin. Perhaps a shear or diagonal cutters. If the copper clad is undisturbed (i.e., copper on the edge of the clip), it could have occurred during the blanking process for the planchet before the copper plate. I've not personally found one like that, so I can't say for certain.
It's not worth much any ways but I think you have a nice edge clipped planchet as sence 1983 they a are zink inside and copper out and sence the copper is over the clipped its the edge of the metal strip they use to make the planchet
Worth 1.00 to 3.00 on eBay maybe a few more if you get better picture of the edge make sure they are clear as possible
Raizac could be right. Can you get a clearer picture of the edge? Wedge the cent between a couple objects (quarter) and steady the camera using a short glass to create a temporary stand. Clear pictures will help.
Usually they are curved, but there are actually 3 types of clips. There are the curved clips, straight clips, and ragged end clips. This appears to be a straight clip. I think it is genuine - notice how the rims taper towards the clip? There does also appear to be a blakesley effect opposite - notice the softness of the rim there. The coin has, unfortunately, been badly scratched. You don't need to tell me. Looks like a wire brush or a brillo pad. Don't ever clean your coins! If this was a valuable coin, you would have cut the value in half almost instantly.
@Idhair your worng if this damage it would show damage and all I see is copper and not zink if it we're damaged

I'm with the "straight clip" guys! The opposite rim does appear softer due to the Blakesley Effect. Chris
