Don't know what the chips are but you have a damaged coin. PMD.
You would need to post clear closeup photos of the mint mark before anyone could say whether you have an RPM

Hi Thank You the coin have silver chips from mint it seems not after mint and Lincoln's head is showing that just my opinion the silver is ingrained in the coin if you look good at Lincolns head you see the texture seems like a head growing out of the back of Lincolns head and it is silver

i think it some type of strike over or a dime in there look at Lincolns head without thinking damage look at the texture of the head seems like another head with silver hair

Looks like a small spot of solder.

i thought that also but there is to many silver chips all over the coin
both sides ingrained and the back of Lincoln's head reveals the most

IMO all I see is a damaged cent. Don't take this the wrong way but you need to learn more about the process of minting coins. How could the mint strike another head with silver hair over Lincoln's head? @Collecting Nut is correct. If it's not solder it's another silvery substance and not struck again with "another head with silver hair".

Hi you are correct as i studied my coin more i see it is a double face on Lincoln.
A face in faint silver this was a mint error and i would like some one that knows this error here this coin is not just damaged this coin shows mint error

#1 - your pictures need a lot of work. If you want anyone to give you proper answers, you need to have clear pictures

#2 - your coin is just damaged. Not a mint error.

Then you should put your money up and send it to one of the grading companies for attribution, but it doesn't sound like you would believe them either.
