Can anyone take a quick look at this?

What makes the letters, particularly on LIBERTY, look like this? Is it just wear/pmd plus some mechanical doubling? Just asking so I can know not to next time I see something like this.

It looks like die deterioration to me. I can see parallel striations pointing toward the rim.

Looks like a worn die to me as well.

 

I third the worn die theory.

 

Worn die. Newer quarters have severe problems with this, especially at the Philadelphia Mint
