Need help with Russian Wire Money

Hi everyone I just picked up this piece of Russian Wire Money. I am having some difficultly though identifying the ruler. If anyone could help it would be greatly appreciated.

Alright, I clicked on this because I thought you were going to wire money to Russia, & I was going to advise against it. But on further review, I can't help you (although the piece is very interesting).

OK, I just did some research & I may have to get in on this...very interesting!

 

Yeah, everyone needs at least one piece...

 

This was my first one, you see them quite often but I waited for a good price.

 

I believe getting it without the ruler identified saves you some money.
