I am new to coin collecting.

This coin is from 1997. A kennedy half dollar so not a lot of value. From what i read sometjmes x's were put on the backs of coins to prevent future collection or to indicate forgery. But with such a low demand coin i did not think that made sense. I also could find no pictures of the Xs on other coinage.

Is it possibly a minting error?

It looks like intentional damage. Someone scratched the rev. of the coin. You would be surprised of the intentional damage you find on coins.
