    Your poll makes no sense.
    It should instead state
    Yes it is an error
    Or
No it is not an error

You need to take it out of the capsule to get a better look.

Could we get a full pic of obverse and reverse? I just hope it's not been on the Highway To Hell!

Welcome to CT. Can't really tell anything from that one photo. It looks like you took it at an angle and there is not enough of the coin showing. Always post in focus, correctly orientated, and cropped photos of the full obverse and reverse, with close ups of any areas you have questions about. And post them full size, not thumb nail.

One, it is not a coin, just a privately made medal. Two it appears to heve the corners "embedded" in a soft rubberish ring that act to prevent the medal from rotating in the capsule. The ring is extending up over the corner of the medal and hiding anything that may or may not be there. It also appears to be casting a reflection of the edge of the ring on the field of the medal at that point.

It's hard to tell from your photo but those look like scratches. If so, it's damage, not an error.

A quick google search didn't turn up any known error varieties for that coin - but I didn't look very hard so they may exist.
