It took a bit of time as the one Meow found was Wexler DDR-162. The good ones are WDDR-004, and WDDR-005. With a total of 172 listings on Wexler's for that coin, it just might be harder to find a quarter that does not qualify for a Wexler, than it is to find one that lists in Wexler's.
