Usually, Proof coins that are placed into rolls like that have already been searched and determined to be of such a low grade that they do not merit being sold individually. So they roll them up and sell them to other dealers who then sell them to collectors.
What a poor display method. Everyone knows that if you dump them out on a dark colored "non-stick" surface they will photograph better !!!! (Just kidding of course)
I have heard the guy on Coin vault say that to remove Silver Eagles from there square tube, that they use a scalpel to cut the tube open. I can only imagine someone saying, " I don't have a scalpel, I wonder if this saw will work!"
