    Is 3.0 grams the normal weight of this penny. Input apreciate.

    yes. they have several varieties for 1982, you can use a search engine to look up. yours is copper.

    3.11 grams +/- .13 grams is the weight of copper alloy Lincoln cents so your coin is within normal limits. 1982 cents minted in Philadelphia have no mint mark.
