Would a note with the Treasurer's "autograph" have any premium value? I might be able to get Romana Banuelos (1971-74) to sign a few of her notes (if I had them), but I was wondering whether it would be worth the effort in finding them, and then calling in some favors.

Yes it would (especially on notes issued during her tenure). How much depends on the collector buying; autographs don't usually have much of an established value, depends on supply and demand, just like anything else. Bañuelos had a very interesting life, other than just being treasurer... here's her Wikipedia article...
