The only reasonable explanation for why this image retained on the hub would also end up on the pillar in a doubling spread across two pillars AT THE EXACT TIME THERE WAS NO POSSIBLE REASON THE MEMORIAL REVERSE WOULD CONTINUE..... is the only other possible inclusion between a transitional use in its preparation. Die cracks seem to be concurrent as doubling... the inclusion seems to subtlety reach a ball tip as Rockwell Test’s (as explained by PCGS would include die cracks due to the difference then pressure. 2009 Lincoln Cent transition is the best I could do.
In my old metal shop I sold my Rockwell tester. I should have kept it. Could have made $$ ... Guess I could just use a small ball point pen too or other pointy thing. (a) prove it was done by a Rockwell test (b) prove it was done by the US MINT. A Rockwell test machine is a COMMON machine. (c) prove that it wasn't done by some other round thing after the fact.
If "Rockwell test" coins are so rare -- and if they exist, they must be, because most experts believe they don't exist -- how do you suppose YOU'RE managing to find them left and right?

Like outlined in the description, arriving at an explanation, that has the closest chance of rendering that circumstantial evidence, given the time frame of already narrowed plausibilities.
