It is just what happens when a Copper Plated Zinc planchet is struck with a worn die. It is called a Die Deterioration strike. There is no 2 there.. there is no reason for the US Mint to stick a numeral between 2 letters. Just a plating issue.
Are you sure you did not mean two I's between the L & B? @paddyman98 is correct on die deterioration. Perhaps a possible reverse clash in bay 3 but also may be a plating blister. I can't be sure based on this photo.
I can see the 2, but it is too small to have ever been anything on a cent. I see shapes in clouds too.
