Just guessing, but it looks like a Chinese talisman or good luck charm that you would hang by your front door. The dimensions fit for that sort of thing. It looks like its made out of copper, brass, or even wood painted golden color.
Ice melts very quickly when it comes in contact with silver. Other metals, such as steel, melt the ice at a slower rate.
I'm going to go out on a limb, based on your other counterfeit coin posts, the non silver color of this piece and the heavy weight, that it's not silver.

Why should the 'token' be silver where it could easily be heavy toxic metal??? Never heard of lead paint toy? Gold plated panda 'coins'? Crooks are out there just to earn your penny, not dollar! Unless you really know what you are dealing with, stay far away from Chinese "numismatics". Learning the hard way is an option. Fyi this talisman is about wishing fortune.
We still wish to know what it says. I have found that different websites have forums that are better than others. For example, the ancient forum here cannot be beat. Coin Comunity has a great forum for foreign coins. The OP may find his answer there. Additionally, there are sites that specialize in Chinese coins. He should get the answer there.
