I asked the mint what the tolerance was for die rotations. Here is their answer: For circulating denominations the coin rotation tolerance is typically: +/-6⁰ For numismatic (proof coins, precious metals, commemoratives, etc.) denominations, the coin rotation tolerance is typically: +/-3⁰
It is my understanding that Collectors show little interest in rotations smaller than 45 degrees, except for proofs which will start at about 20 degrees. The most popular are the 45, 90 and 180 degree rotations.
I have a match to your coin as well. Yes, I know it's only worth 1 cent. It's just enough rotation to notice when flipping it. Have you figured out the degrees of rotation yet?
