1983 error or chip?

on the torch on the back of my dime looks like there is a D or a O floating near leaves?

That is a D for Damage.

 

Damaged or not is that supposed to be there and why does it make a perfect circle and it’s not chipped . Is it a misprint

 

Looks like it took some kind of hit.. or maybe a bit of heat that affected the clad layer.

Coins are struck not printed.. paper currency is printed.
