I got some new colorized 5 dollar notes today and noticed they have the same series 2006 as the old notes. I thought when they had a major design change they added a letter (ex 2006A) or the year they came out 2008. Both notes have the same series year 2006. What gives?

The series date denotes the year in which the design was approved. Although Numbers has pointed out that the BEP has taken measures in (or around) 1996 to assure old and new designs didn't have the same series date. Maybe someone got scolded for that, and now that are back to letting dates fall wherever they may fall.
