I've got 2 questions about this bill. There is an ink blotch in the bottom left corner. Did this happen during being made? And lastly is this bill misaligned?

If that note is mis-aligned, it doesn't appear to be enough to matter.
Nothing is perfect, including our government services. However, the BEP (Bureau of Engraving and Printing) has certain tolerances they try to adhere to. This note appears to fall within those tolerances.
The Green Seal does not appear to be perfectly centered on the word TWENTY, however I'm sure it's within tolerances.

The color, shape and location of the ink stain make me believe the stain DID NOT occur at the BEP.
There are so many possibilities as to how that could happen, that if you just use your imagination, you'll be as close to the facts as anything I could suggest.

As for value, it's worth $20.00. Maybe a little more if you sell it on eBay, but remember that eBay has fees.
The stains, the bent corners, and the center crease all affect the value.

This note is what we call a "spender", however, if you don't already have a $20 * note, then you might want to keep it until you get a better one.

Thanks for posting photos and asking questions.

Alignment looks fine and well within BEP tolerances.

The blue miscellaneous stain is typical to the black stains on notes distributed out of ATM’s.

The 2013 $20 Chicago replacement note is well worn and from a short run of 640K. The Chicago District (G) had 4.48 million star notes printed total.

I get bills with stains like that all the time.
I've always assumed it's from the bank or what-not processing; stamping, etc.

The ink blotch is from a magic market after it was printed and left the BEP. The misalignment is well within BEP tolerance. The bill has a fairly low serial number but not low enough to get the attention of a collector.
