It looks like it already split in two. The halves don't look like they quite line up. Soak it in some acetone and see if some of the gunk comes off. Other than the off center strike I think the rest is damage.
@C-B-D The Cent is an Off Center yes... but the rest is just damaged. Not a ragged clip. Not a split planchet.
I know what Ragged Clips are.. I have one.. But your Copper plated zinc cent is NOT a ragged clip! That is pure Environmental Damage.
The 2 images you showed are examples of a silver planchet and a copper planchet. True ragged clip errors. Your 1983 is a copper plated zinc cent which was exposed to something that ate away at the copper and exposed the zinc. I hope you didn't buy that Cent off of ebay
I agree with @paddyman98 The damage and zinc rot caused what you see. It wasn't a genuine ragged clip that then became damaged.
Looks as if a cutting torch might have been used on it. Or a plasma cutter. Aside from MAD of course.
