Not sure on the first question, but it is possible, even if you cut the bills perfectly, to tell that they came from an uncut sheet based on the serial number range (eventually... when the Federal Reserve publishes its printing histroy for given series, they state which serial numbers were reserved to be sold as uncut sheets. Uncut sheets are usually of bills with fairly high serial numbers, or lots of sequential star notes. Not always though... not easy to tell on casual observation but you can look up the numbers after they're published.) And I wouldn't cut them... the uncut sheet is worth more as a collectible than the sum total of the individual notes.
I really like the new fives. The eagle and the stars look great, and the big purple five on the back doesn't hurt. I had someone spend one last weekend when I was working wine and spirits, but it was pretty wrinkled so I passed. My wife did save a crisp new one yesterday though.
