Not really sure if it's a clip or not, you will need to post a photo of the other side to see if there is a corresponding effect on the other side. Blakesley effect. If it is a clip I don't think it would be worth the $30.00 plus to have it slabbed. But that would be entirely up to you.
Hi Welcome to ct! Imho, like @FoundinTN said. It looks like a possible clipped planchet followed by a misaligned die strike. From not sitting in the Collar properly. Coins are cut then struck with the hammer die while being retained by the collar. In order for us to determine if it is a true cut clipped planchet. We would need a picture of the cut area. Side view. To see the cut strike. You can sell a coin graded or not it is up to the seller.
What you need to show us is a photo of both sides of the entire coin. The Blakesley Effect should show on the same side as the clip but directly across from it. Chris
Just wondering if this error is faked. It does have another sign of damage. I will post another photo showing it. I'm not familiar with this affect
These are the only photos I have ready to post from my phone. I can take a full photo of both sides if needed tomorrow. I use a microscope and then transfer images to my phone. My pc doesn't have antivirus protection yet. Just got both my phone and pc and getting set up still. thanks for everyone's input so far.

That's true, but the additional photo that the OP posted, in my opinion, clearly shows the Blakesley Effect. Chris
As a rule, most clips are indentifiable by a weakness in the strike directly across from the clip. The photo in your Post #7 showing the reverse of the coin at 6 o'clock definitely shows weakness in the letters "ARTER D" of QUARTER DOLLAR as well as the rim. Chris
