Mint Error. It's called a Die Crack. When the Die that strikes the blank Cent planchet is overused It will become worn and even crack. The metal flows into the crack and that is why it looks raised.

Remember the DDR has to be there first most as the die markers are only to VERIFY a visible identifiable DD. Jim
