Well, CYBEHIP is just "souvenir" spelled in the Cyrillic alphabet, so either they're intended as novelties, or somebody wants to have plausible deniability that they were only intended as novelties....
Somewhat similar to the Chinese bank training money that is floating around. At least the Chinese money has enough Chinese writing on it to make it more noticeable, and the paper feels like paper. But since most people don't really look at their money they will probably end up in someones pocket.
