The only way the seller could know it is 1970 is based on context, such as coming out of a roll of 1970 pennies or a 1970 mint set.
Honestly, these types of off centers are a dime a dozen. Without the date, they're worth maybe a buck. (Feel free to correct that @paddyman98 if you disagree). I have no idea how he was able to determine it to be 1970... I guess you could really pick any date pre 82...
....or an original Mint sewn bag. Usually, if it's found in a bag, the owner writes down the year, and says something like 'found in bag of 1970-D Cents", or similar wording. Since it's not on the holder, it's just a copper cent that's off center, pre- 1982.
I find the shape unlikely to be found in a roll. All kinds of weird things can be found in mint bags. This site puts the value at $5 https://coinsite.com/us-error-coin-values/
The relief and sharpness of the bust tells you it has to be after 1968, and the fact it is copper says it has to be 1982 or earlier. I don't follow hub changes that closely but there might be other clues that would let you narrow it down further.
