If one side is normal, it's a misaligned die strike. Which is common, but cool looking. If both sides are off, then it's off center.

Agree to above. The coin is not "off" enough to be called an off-center. But keep looking, you never know when something cool pops up.
If both sides are off, by the same amount, in the same direction, and far enough off that part of the design is missing, THEN it is an off-center.
