    Roll-crimping machines routinely leave circular scratches like this on the end-of-roll coins.

    For all we know, the discoloration could have been caused by dog pee, but it is safe to say that it did not happen at the Mint.

    The circular scratch is from a coin rolling machine. The discoloration is from the environment. Both are considered Damage so it's only worth face value.
