I've been hanging on to this for years. At first I though it was cut wrong but then noticed the green seal on the front. Looking for opinions.
I think it's called a printing shift error, but it's cool. I like it and I would hold on to it. The condition is not the best, but it's good enough until you get a better one of the same type. If you're looking to sell it, you might get $5 - $10 on eBay for it. I am not an expert on anything , including currency, so please wait for one of our more experienced "paper money people" to give their opinion. Thanks for posting.
No, illegal is a sick bird . What you have is a neat note (not bill, again with the bird thing) manifesting the shift on both sides. Unfortunately it is in poor condition. Imagine the number of hands it passed through before an astute collector (you) discovered it! As @Hookman stated, you may get a slight premium on eBay, but you're really better off keeping it in your own collection. It's an good example of a shift.

Well on a paper scale I am thinking 15-20 (which is not good). The shift is cool. Worth a dollar to keep it in a currency sleeve. Currency that is G4 or G6 is completely destroyed. With rips, pinholes, tears and stains and heavy creases, folds, wrinkles, practically disintegrated. G4 G6 is more of a coin grade. 15 is about right for this note.

Very nice printing shift error. Too bad the bill is in a low condition, probably in the 15-30 range. Anything lower would be stained, be torn or have holes. A nice find and a keeper for reference. The value would only be a couple of dollars in this condition.
