Simple answer. Control of who does what. There are rules and regulations we need to follow. We get an updated list if which parks are and are not permitted to detect. Without this people will do whatever they want wherever they want. Same with fishing. We follow the guidelines. Too many fisherman without permits just taking all the fish and over the years the fish numbers have dwindled. With the permits we show that we know the limits and and fish seasons. Such as Striped bass. Season starts today and they have to be 28 inches.
Detecting has rules also. Such as taking and getting rid of garbage that is found and not detecting near trees. All this is done to keep order. Whithout it there will be disorder!

If summer falls on a weekend here in Minnesota the beaches and shore land of over 10,000 Lakes might still be full of (Snow & Ice), Lol
But happy to report on the serious swing of things, most any and all Metal Detecting we (I) do in the far Northland of this State, (Mn) is relatively easy going with just obtaining permission to swing (Hunt) on private land to having no need to ask or receive permission most places open to the public anyway. Exception is our beautiful State Parks, ie: Itasca State Park, Gateway of the beginning flow of the mighty (Mississippi River)!!!
But as stated, after just having received over 20” of newly fallen, not wanted nor needed ugly snow, along with wind gust of well over 60 mph, and lows of 11 degrees, Our so called “Spring” and April is sadly not allowing any metal detecting. Unless you factor in the detecting I did during our latest snowstorm when asked by my nephew to look for his brand new car keys and key fob he lost somewhere in his driveway? Took me about 40 minutes but I found them. May I add it’s terribly difficult attempting to “Swing” a Coil through the heavy wet snow, Lol

Welcome to CT, @Coin buyer! Delightful to have another Minnesotan on board, and especially one who knows about Itasca State Park. I was born in Erskine; I bet you know where that is.

I think part of it is that the license is issued if the applicant promises to make certain reporting each year. The reporting has to do with letting the municipality know if you found any significant find. There is a schedule there that says what must be reported. Like items engraved with someone's name would most likely have to be turned into the police department. They have a procedure where they log lost and found items and if no one claims them in a year (with finder really reaching out to see if they can help find the individual - in the case of detectors, anyway) the police department will relinquish possession of the lost and found item to the detector.

LaCointessa, when you state that the relinquish possession of the lost and found items go to the detector from the local officials, I would rather hope instead it would be turned over to the “Detectorists”, Lol
No offense, No insult implied, just a little language rewording humor, Lol
