Crossed swords in that style almost always means Saudi Arabia. You'll see the same sword design on Saudi coins. I think you've answered your own question with "Military hat device w/ Arabic script". I don't read any Arabic except numbers and there are no numbers here. As a guess, It could say "Allah is Great" or maybe the military branch it's from. It could also say " Royal Taxi Service " for all we know. As for the reverse, the word SILVER is hand scratched, not stamped or cast, into the metal in English. That in itself is telling. Someone who's primary language is likely English, perhaps tested the item, discovered that it's silver and scratched that in there, long after the item was made. Have you tested the metal? Here are some reasonable guesses : the item is about 40 - 50 years old. the item was acquired as a souvenir by an English speaking visitor to Saudi Arabia. the item is a cast-made emblem, worn as a symbol of some service. Wish I could offer more help. This is not meant as an ethnic slur but there are a lot of Arabic speaking taxi drivers in any big city. Also there are ethnic restaurants with Arabic speaking employees in big cities. Look in a phone book for a Muslim Church. Good Luck. Let us know what you find out.
