Most likely it is a "Magician's coin".

 

It is probably one coin that is part of a trick, were the out come is dependent on the heads coming up. Or it was one of the gag coins that were sold so that people would always win any bet, Adams magic was one of the largest sellers of two headed coins.

 

Are both faces on the Front side? Could be a Kennedy counterstamp novelty Cent.
