Mis-print vs. mis-cut

    Hello,
    I have a $2 bill that the top border on front is not the same as the rest of the bordrb. It's much more narrow. The border is completely even on the back so that the printed area is centered.
    But the front is not.
    Is this a misprint or a miscut?
    And does this raise the value?

    Not drastic enough of a mis-alignment and with the poor condition of the note, it is only worth face value. Spend it.
