Can't tell if it's anything other then an off center due to the images. I'm going to guess that if it has doubling, it's nothing more then "smear" due to the off center strike. Also, it has some damage that would bring the value down. I'd never pay that kind of money on a coin with those kind of images and from a guy who can't even spell "ERROR" correctly. He has it listed as an "ERREW"..........
If it were indeed a 1983 DoubleD die, it would need to be certified or have some pretty nice images before I'd consider touching it.

Great, it's off center and that's ALL I can see for sure.

 

It looks like a damaged off-center cent. Worth perhaps a dollar.
