Yes, it does appear to be. The first three looks a little thicker, like the PCGS photo does, and the second one does look higher and thinner than the first three. I say it's a match!
Its die marriage appears to be JR-5, which is one of the two high 3 die marriages. So I agree that it’s 1833 high 3!
