Mintage of what I read is a little over 3000, so i would think that would contribute to value

3,232 to be exact. Keep in mind that "value" is subject to condition. This coin has some distracting discoloration, possibly from moisture. A raw coin would not garner as high a value as a certified coin. If you were trying to sell this coin, that is exactly what someone would tell you to get the price down as low as possible.

A mintage of said number isn't low. Countries as such don't produce coinage compared to the mint numbers in the states.
One can't compare US figulars to countries like Jamaica,as there isn't any comparson.
The U.S. 100,000. Pieces would be considered low.....in a country as Jamaica 3000 is par.
And for a fact they were not minted in Jamaica, but struck my another mint for them. I've owned coins that the total mintage for said country was 500 pieces .

Coin weight is 41.48g. Silver fineness is .925 sterling.
Actual Silver Weight is 1.2335 oz .
    $15.42 X 1.2335 = $19.02

I have a couple of the same coin, bought strictly for their bullion value. Not really much numismatic value in these.

I would have gave $20 for it.
