I am assuming that the second nine in 1909 doesn't have damage as the 0? If it is only the 19 with damage it is Machine Doubling. It is very very different look. I do beleive its MD.

Strong mechanical doubling. If the 9 wasn't so rounded and shaped so strongly, I'd have guessed it as post mint damage but it's too much shaped like a 9 .....
