This coin actually looks way better in person than the photographs show. When I saw it I was baffled and thought why isn't it graded MS-64?
Graded MS-61, shot first an at angle to show the luster and then straignt-on. The Capped Bust 1821 - 7 quarter eagle is a very scarce type coin. The mintages were small and many of the coins have P-L surfaces which makes every mark look bigger. The 1825 is the most common date with a "Coin Facts" estimated population of 125. It's probabaly closer to 200. Still, that makes it scarce.

I used to have one of each...I somewhat regret selling these as I haven't found anything better (at least color wise) in these two grades since.
