Help identifying?

I got this coin in an uncleaned lot and it has me a little stumped as to where to look. It is a flipped (180 degree) overstrike. It has two large Greek province-style N's on both sides on the reverse. Is it Roman provincial? What is meant to be on the reverse with the lines (apparent on both reverse and obverse)? Who is the portrait of? And it has a star in exergue with 2 flanking dots.
