mystery date on wheat penny

Take a look at this wheat penny date. Looks like the
impossible date of 1991 , can't happen on a wheat. What
gives ?

Best guess is someone has been playing with the coin. I believe at one time it was a 1931-D.

 

I think it is a 1931.. damage or Die Chip on the 3

1931 or 1951. I'm leaning toward 1931.

For some reason I see 51 versus 31, but that could be due to the chip.

 

I pondered this coin for several days to try and figure it out. I came to the conclusion it was probably a 1931. thank you guys for the input...…...martha

 

My money is on 51 D

 

The 3 would have to have been struck to push that bottom piece down.
I am inclined to agree with the 1951. The 5 already has that piece in that same position.
