IMO this is not Mint packaging. I have been buying coins from the mint since 1959 and have never seen them use staples.
Both of the items @MeowtheKitty are mint products. The circulating set comes in the plastic just like you showed, except, without the staples. The plastic has probably separated so the seller stapled it back together. The coins in the circulating set are not satin finish, but, regular business strike. I have that 2010 circulating set. As far as the S mint clad business strike quarters, those are available from the mint in rolls and bags. That program began in 2012. The mintage is usually around 1,000,000 coins, give or take, 200,000. Like most modern coins, condition rarity is where the value lies. I have been buying bags of these since 2014. There are not as many high grade coins in a bag, if any, as one may think. Most coins from the bags will grade MS66 or less.
Hey, thanks for your input. Meow is hoping to expand Meow's quarter collection with some sets, and was not too sure or clear about the details. Do you open the bags you buy? Would you say S mint ATBs are a good value/investment, or a jyp/poor use of funds?
