1999 P Nickel DDR?

I found this roll hunting. I’m not sure about it. Possibly only machine doubling? Seems pretty strong to me. Also there’s something extra NE on the building. Any thoughts?

personally i think its a nice find I have very few nickel errors in my collection I doubt i would care of value to have a coin like this. One of those type coins you pull out every few months and say "my precious"

 

My first impression was die deterioration doubling, but I think we need a variety expert for this one.

 

It looks like die deterioration doubling to me.

Also, it looks like you have a little die break on the building.
