That's not exactly true, Full steps on a cent mean mostly the same thing as a nickel.
A cent with full steps is a full strike. They aren't that easy to find on most years.

 

It's a die clash. You really need to start posting full size photos.

 

Umm so, what about the date? Does it not seem as there is a top half of a one under the nine?

Meow can see a die clash on the reverse, but would a die clash do that to the date too? Meow thinks Meow can see the Lincoln's back and chin in the Memorial.

 

Look up Maddie clashes, I just can't handle the cat talk.

Just put another penny next to that one to compare with the reverse showing and look at the location of the design elements.

The clash becomes more clearly seen with a direct comparison.
