Unless there is hidden damage in the shadows, I see no reason why this should not grade MS-65

MS65 for me as well. Although the images don't quite show it I would not be shocked with a PL designation given the issue.(especially if an older gen holder)

I would like to say MS64+ for this one.

Those surfaces are incredible unless there's something hiding this is an easy 66+ for me. Those fields almost look too clean so hope it's not something stupid like "surfaces smoothed" but I'm guessing it's something disappointing since you're posting it.

MS63+ I think the scuffing on the forehead and cheek would bring it down some.

I like it at MS-65 for my grade. But for the sake of being different, I'm gonna say It is an old NGC fatty holder graded MS64 with a Gold CAC:)

    65.

What keeps this from a 66 in my mind are the small but many disturbances in the field in front of Ms. Liberty and the same on the cheek and forehead.

Based on the photo something doesn't look right, so my guess is
    UNC Details - Altered Surfaces

Otherwise I would agree with others that it has the look of a 65+

I’ve got it at 65+. That reverse is incredible.
