Pre-printing stock $100 bill error

hey guys found this $100 with an error what do you guys think ( the line goes behind the security ink). And I posted this on the coin thread by mistake sorry!

The stamped line does not go behind the security ink. It goes over the security ink, but the stamper ink doesn't stick there. Happens all the time.
