It may be a die chip or crack or a damaged die from a previous struck through Debris/foreign object. It would not be a die Clash, those only show on the Field area of a coin.
It could be. Being that does not add any value to the coin. Small minor/common errors can actually can reduce it's value as a collectible coin.
