Wisconsin State quarter... strike through error?

1) Is it a strike-through?
2) If not, what is it? Could just be PMD...
3) If an error, probably not worth much more than $0.25, right?

Looks like struck through grease to me which is very common.

Are you kidding? The corn is 15 years old, and the cow has been drooling on the cheese for about the same length of time. J/K!

But, it is worth 25c even with the debris strikethrough.

I think it is a strike through of a tiny pigeon feather that floated down from the rafters. IJK.
