He can have 100% so long as he has less than 0.05% negative. In his case that means 4 or fewer. And his total says he only has 3. BUT I CAN COUNT 11 - FROM 9 INDIVIDUALS. That makes no sense to me.
I did a search on his name and came across a site that showed dozens of negative feedbacks. Each was followed by, "threatened to sue", feedback "Withdrawn by mutual agreement". http://toolhaus.org/cgi-bin/negs?User=coinmadz+&Dirn=Received+by&ref=home

The seller had 56 negatives that were withdrawn after the seller threatened to sue them. Read the comments that were withdrawn; it's pretty interesting. It's hard to believe that he was able to bully so many people into withdrawing the negative comments. I wouldn't deal with this guy if he were giving away money. Another thing that is pretty telling is that his Ebay profile says he also sells used cars.
Besides his despicable selling practices, he should be banned by Ebay for threatening people who leave negative feedback. It is their right under Ebay policies, which he agreed to abide by when he acknowledged his user agreement.
This guy is a menace to the hobby. Do you really think he's filed lawsuits on each one of those that he sold to and intimidated? Something is screwed up here. He's blocked me from bidding just for asking him a question! Bruce
ebay will do nothing eBay will do nothing because he is a power seller. Power sellers are what eBay loves because he makes money for eBay
