    Welcome to CoinTalk @Kamil.

It looks like the date on this note is June, 1862 and it is from Richmond, Va.

Have you searched on the Internet or looked on eBay to see what others have paid for such a bill with that date and in that condition? The bills I see with that date on eBay are in better condition. You'll need to know what condition that bill is considered to be and whether it is scarce. Also, I suppose, if you are not well-acquainted with paper money of this era, you'll want to confirm that it is authentic, too.

Here is one for comparison sake:

@Kamil - I am even less knowledgeable about notes than I am about coins; but, just from looking around it seems you could do better with $90. Maybe get a much better quality note or even a couple. But, all is not lost from the experience you had with that seller because you arrived at CoinTalk and can always come back again with questions; and, you learned something about how to search and see what others are paying and asking for a particular bill or coin - or anything else.

I wouldn't give $5.00 for that bill. The condition is below terrible. For his asking price I can do much better.
