I Have in my possession a steel cent dated in 1959 with Philadelphia MM. the Rim has been double stamped over the “L” in liberty. Is this a real thing? (Yes I picked it up with a magnet haha).

Does it stick to a magnet? It is likely a science experiment and was plated in a high school class.

This is just a guess, but there are two things that seem to have occurred.

First, the coin was either caught in a clothes dryer or it was "spooned". Either, of which, could have caused the deformation of the rim. Then, it looks like someone dipped the coin in a white metal, possibly mercury. Back in the days of the 50's-60's, it was a common science project to dip pennies in mercury.

Either I'm extremely tired or this is your 3rd post on this coin.

Looks like a plated cent in a steel bezel. Commonly used on cheap costume jewelry bracelets back then. Usually seen with a small "tab" pulled up on bezel the reverse where it got pulled off the bracelet.

Not the Cent in question.. It has a metal coin bezel surrounding it. That is what makes it stick to a magnet..

Plated. Not a Mint Error of any kind.
